Mission Oriented Business Integrated Services (MOBIS) 

 

Government agencies can access Noblis through a variety of contracting mechanisms. We have several ID / IQ contracts in place and available to Civilian and DoD agencies; we are also a GSA Schedule holder on the Mission Oriented Business Integrated Services (MOBIS) multiple award contract, and work for agencies on contract vehicles that they award directly to Noblis. Information on available contract vehicles is summarized below.


Mission Oriented Business Integrated Services (MOBIS) – GS-10F-0189T

Noblis holds GSA Schedule number GS-10F-0189T.  Contracting with Noblis through our MOBIS GSA Schedule is easy and quick.  We offer a variety of integrated services through our GSA Schedule, including Consulting Services, Facilitation Services, and Project Management Services. 

MOBIS Services

Most of the services traditionally offered by Noblis can be acquired through our MOBIS contract under these Special Item Numbers (SINs):

874-1  Consulting Services
Strategy and business consulting, including process improvement across all business functions of the federal government. Program audits, evaluations, and other consulting designed to help government agencies achieve their missions. Transfer of best practices across agencies, governmental branches, and the private sector. Developing and conducting training designed to support and implement the benefits from this consulting.

874-2  Facilitation Services
Facilitation of meetings, seminars, and conferences to support Governmental and Public/Private/Academic integrated organizations. This includes problem solving techniques, agenda development, dispute resolution, logistical support, and other activities involved in meeting and group facilitation to support agency missions.

874-5  Ancillary Supplies and/or Services
Ancillary supplies and/or services are support supplies and/or services which are not within the scope of any other SIN on this schedule. These supplies and/or services are necessary to compliment a contractor's offerings to provide a solution to a customer requirement. The SIN may be used for orders and blanket purchase agreements that involve work or a project that is solely associated with the supplies and/or services purchased under this schedule. This SIN EXCLUDES purchases that are exclusively for supplies and/or services

874-6  Acquisition Management Support
Providing support to agencies in conducting federal acquisition management activities, including acquisition planning assistance; developing acquisition documents, including quality assurance surveillance plans, statements of work, synopses, and solicitations; expert assistance in evaluating proposals; contract administration services; and competitive sourcing support, including OMB Circular A-76 studies, strategic sourcing studies, privatization studies, public-private partnerships, and Federal Activities Inventory Reform (FAIR) Act studies.

874-7 Program and Project Management Services
Project and program management activities including project oversight and reporting. Other activities include strategy development, contract negotiation support, independent verification and validation (IV&V), capital planning and investment control (CPIC), business case development, earned value management (EVM) analysis and support, performance monitoring, and award metrics development. 

— Section 833 of the John Warner National Defense Authorization Act for fiscal year 2007 (Public Law 109-364) amended 40 U.S.C. 502 to authorize the Administrator of General Services to provide for the use of Federal Supply Schedules by state and local governments for the purchase of products and services to be used in advance of a major disaster declared by the president, as well as in the aftermath of an emergency event (such as a major disaster, terrorism, or a nuclear, biological, chemical, or radiological attack) to facilitate recovery. State and local government entities are responsible for ensuring that the products or services purchased are to be used to facilitate recovery.
