Amr ElSawy was elected to the Noblis, Inc. (Noblis) Board of Trustees In 2007.

Mr. ElSawy has been the Chief Executive of Noblis since October 2007 and serves as the President responsible for the general management and strategic direction of its overall technical, financial, and administrative activities.  Mr. ElSawy also serves as a Board Member for the Wolf Trap Foundation for the Performing Arts. He also serves on the Board of the Washington Airports Task Force.

Mr. ElSawy has extensive experience leading organizations and developing innovative solutions to some of the most complex challenges in the public sector including  national security, transportation, health, sustainability, networking and telecommunications.

Under his leadership, Noblis was selected several times as one of the “50 Best Small and Mid-size Companies to Work for in America.”  In 2011, Noblis was again named one of the “World’s Most Ethical” companies by the Ethisphere Institute.

Prior to joining Noblis, Mr. ElSawy was a Senior Vice President and General Manager of the Center for Advanced Aviation System Development of The MITRE.  Mr. ElSawy served for seven years as the Director of the Federally Funded research and Development Center (FFRDC) for the FAA.  His work experience includes research and development, complex systems engineering, modeling and simulation, and informing domestic and international aviation policy.  Mr. ElSawy established and ran public-private partnerships.  He has earned an international reputation as a leader in aviation.

In 2005, Mr. ElSawy was elected Vice President of Standards and a member of the board of American Institute of Aeronautics and Astronautics (AIAA).  He served as Chairman of Radio Technical Commission for Aeronautics (RTCA) from 2004-2006, and was a member of the FAA Research and Development Committee (REDAC).
 
Prior to 1997, Mr. ElSawy served in various senior management positions and was responsible for strategy development, cross-functional integration, systems engineering, and architecture evolution of programs.  He also served as a member of executive panels responsible for oversight of the implementation of large distributed information systems and networks for the Jet Propulsion Laboratory (JPL) and the Advanced Weather Information Processing System of the National Weather Service (NWS).

Mr. ElSawy holds a Master’s Degree in Business Administration from Georgetown University, a Master’s Degree in electrical engineering from The George Washington University, and a Bachelor’s Degree in Electrical Engineering from West Virginia University.

In 2009, Mr. ElSawy was named EcoCEO by SmartCEO magazine and was named to the Washingtonian Tech Titan list in 2011.
