Dr. H. Gilbert Miller

Corporate Vice President and Chief Technology Officer

As Corporate Vice President and Chief Technology Officer of Noblis, Dr. Miller is responsible for advancing the Noblis science and technology base to meet the future needs of client work programs and corporate initiatives. Noblis is a nonprofit science, technology and strategy organization working at all levels of government, in private industry and with other nonprofits in areas that are essential to our nation’s well being. The Noblis science and technology base includes telecommunications and networks, computing and software, data and knowledge management, information and network security, biometrics and imaging, modeling and simulation, and life and environmental sciences.

Dr. Miller brings over 30 years of experience in large scale systems engineering and acquisition projects spanning nearly every federal government agency, as well as state and local governments. He has served as a voting member on and advisor to numerous source selection boards. He has testified before source selection protest bodies such as the General Services Administration (GSA) Board of Contract Appeals, has represented federal clients with members of Congress and their staff, and has served as advisor to several GSA administrators. He is a recognized expert in information technology, networks and telecommunications, and acquisition strategy.
