As Program Manager for the Enterprise Communications Support Services (ECSS), Mr. Menna manages a large diverse team of more than a dozen partners to deliver a broad range of Program Management, Acquisition Support, System Engineering, Operations Management and Support, Business and Financial Management, and other services to the FAA Program Management Office and the Air Traffic Control Communications Directorate. Work performed by the ECSS Program will support deployment of the Next Generation Air Traffic Control System as well as other systems and programs within the National Airspace System. ECSS Program will provide vital support to the planning, procurement, implementation, and execution of these and other ATC Communications programs as they progress through their life cycles.
As a highly experienced technology program strategist, acquisition expert, and project manager, Mr. Menna has more than 30 years of professional experience, including more than two decades supporting government technology programs that have saved billions of dollars for taxpayers and contributed significantly to the increased efficiency and effectiveness of government. Mr. Menna has demonstrated expertise and leadership in the following areas:
- Program strategy and concept development
- Telecommunications and information technology (IT) acquisition engineering
- Securing federal networking infrastructure
- Large-scale legacy infrastructure transition
- Modernization, metrics, and performance measures for large-scale programs
- Effective contract negotiations
Mr. Menna pioneered the development of metrics and performance measures for the General Services Administration (GSA) telecommunications programs that have endured for 20 years. He pioneered program strategy development and acquisition methods for all major GSA telecommunications programs since the early 1990s, including FTS2000 internal re-competitions, FTS2001, Washington Interagency Telecommunications Service (WITS2001), over 30 Metro Area Acquisitions (MAAs), WITS 3, and Networx. Other programs he has supported include the Federal Aviation Administration (FAA) Telecommunications Infrastructure (FTI) acquisition and the FTI transition from the prior LINCS program. In addition to GSA and FAA, his clients have included most major federal agencies and the Department of Defense (DOD).
Mr. Menna has held technical and management positions with Texas Instruments Incorporated and Allied Signal Corporation prior to joining Noblis.
Mr. Menna holds a B.S. degree in Management Sciences and Economics from Duke University. He is also a Certified Project Management Professional (PMP).
