Acquisition Support and Economic Analysis
Noblis provides economic, cost, acquisition, and business analyses to support the decision-making process throughout the acquisition life cycle, which includes acquisition planning, source selection, development and operations.During the acquisition planning phase, alternative acquisition strategies are reviewed and analyzed to determine the best value solution. We provide assessments of proposed acquisition strategies and program alternatives through business case and outsourcing analyses.
During source selection, we provide independent cost analysis and cost proposal evaluation in order to identify the best value offer.
During the development phase, we provide support by developing and implementing management systems that focus on performance evaluation and reporting for effective program management.
In the final stage, operations, we provide effective financial and program management tools and processes to maximize program execution success. We also identify best practices for reduced total cost of operation.
To support our acquisition work for clients, Noblis has established a Business Economic Analysis Center (BEAC). The BEAC serves as a resource available to Noblis project leaders. The BEAC Knowledge Base is a repository of lessons learned. BEAC specialized skills include software sizing and cost estimation, RFP and Source Selection Plan development, earned value management, and activity-based costing.
The BEAC staff averages eighteen years of experience, and most hold advanced degrees in business, economics, mathematics, or engineering.
