Noblis’ staff of more then 60 professionals brings a wealth of skills, experience, academic credentials and passion to each and every client engagement whether the task is tactical in nature, or a multifaceted, strategic and mission critical undertaking. Our approach is to first dialogue with the client to gain an understanding of the vision, scope, and objectives of the initiative at hand, and then assemble a team whose skills and experience are best suited to support the client’s objectives.

  • Acquisition Program Management
    Acquisition Program Management 
    is a flagship service at Noblis from initial strategy development through to post-award monitoring and oversight. The process developed by Noblis has been successfully employed for large-scale procurement programs by a number of our public-sector clients. Government entities expend 40 cents of every discretionary dollar on contracts with private-sector companies, so a proven acquisition strategy is essential to ensure that awarded contracts deliver on their value proposition. Noblis’ comprehensive approach aligns the acquisition cycle to the client’s organizational mission, with an added outcome of improving organizational performance.

  • Concept of Operations
    Noblis personnel have been instrumental and informed partners for organizations attempting to implement a number of highly complex federally legislated health programs. The magnitude and complexity of the initiatives, the multitude of stakeholders, and the significance of the programs to the millions of affected beneficiaries have led clients to engage Noblis’ expertise in developing enterprise-wide Concept of Operations plans. We start by helping the client clearly identify the vision or end state, then conduct a highly disciplined granular exercise to sequence all of the key activities, operational and business processes, and critical interfaces that encompass all stakeholders, including providers, beneficiaries, contractors, and information technology (IT) systems.   • Health Facility Campus Planning & Re-Capitalization
    Noblis helps clients to plan health facility life-cycle management by employing a systematic, quantitative approach to allocating healthcare resources.  The foundation for planning efforts is the healthcare requirements analysis (HCRA), which forecasts healthcare demand, staffing needs, and space needs.  The process is further informed by site, facility and capacity analyses, which merge with the HCRA to identify facility alternatives and recommended courses of action.  Noblis technical content expertise in market analysis and facility criteria development has been applied to a host of engagements worldwide, including recapitalization efforts at the Walter Reed National Military Medical Center (Maryland), Landstuhl Regional Medical Center (Germany), 121 General Hospital (Korea), and Tripler Army Medical Center (Hawaii).
