Radiological and Nuclear Technical Services

 

Department of Homeland Security
Noblis supports the Department of Homeland Security's Domestic Nuclear Detection Office (DNDO) by conducting independent verification and validation of the Probabilistic Effectiveness Methodology Model. In addition, Noblis is developing and implementing terrorist profiles in support of nuclear WMD programs. Noblis assists the University of Maryland National Consortium for the Study of Terrorism and Responses to Terrorism (START) in providing support efforts to DNDO Red Teaming & Net Assessment Directorate (RTNA). Noblis will provide the University of Maryland START program with radiation and nuclear related expertise to assist in their synthesis and review of RTN assessments.

Noblis also provides on-call SME support to the National Technical Nuclear Forensics Center (NTNFC). Noblis assists the NTNFC by providing experienced nuclear/radiological forensics subject matter experts to assist with programmatic and technical planning and oversight. This support includes coordination within the DHS (to include but not limited to DNDO and the NTNFC) and with various government agencies and national laboratories to fully integrate NTNFC into the Nation's technical nuclear forensics (TNF) program.

Federal Bureau of Investigation
Noblis provides on-site subject matter expertise on emerging nuclear WMD programs and response to potential nuclear incidents to the FBI Chemical Biological Sciences Unit (CBSU).

Defense Threat Reduction Agency
Noblis is supporting the Defense Threat Reduction Agency's (DTRA's) Nuclear Technology Directorate (NTD). Noblis is providing acquisition management support to NTD to include strategy development, concept definition, test and evaluation, and operational utility. Noblis is also conducting an analysis of alternatives for emerging technologies for nuclear and radiation detection and national technical forensics to include operational environments, technology capabilities, and cost-benefit attributes. Finally, Noblis is assisting NTD in the bridging of technology demonstrations to operational deployments.

Noblis also works for DTRA to design and implement a Chemical-Biological-Radiological-Nuclear WMD threat assessment capability to provide situational awareness for DoD assets. Our role in this project also includes systems integration. Noblis has also conducted an independent validation of National Technical Nuclear Forensics requirements in support of emerging research and development programs.

Noblis Sponsored Research
In FY08, Noblis is funding an internal research to investigate the use of nuclear detectors in a mobile environment. Today's fixed nuclear detectors are well established, but there is little research in deploying them in a mobile environment where the radiological background levels have not been mapped, the optimal number of and the placement of the detectors has not been well established, and each measurement has an associated location. This research is investigating the optimum configuration, considering parameters such as data transmission rate, networking requirements, nuclear detection capability, and vehicle speed. The research focuses on assessing the capability of wireless networking system, data integration, and the use of Geographic Information System (GIS) for the depiction of detection results using a Service Oriented Architecture (SOA) to provide autonomous capability to minimize the probability of false-positives in a cost effective approach. The system also includes both mobile and fixed command and control centers providing the ability for operators to take appropriate actions in the unlikely event of failure of the automatic features. The system will be tested by mapping background radiation in selected areas and challenged to detect and perform automatic actions using the SOA capabilities.
