NOAA Hydrographic Service: A Plan for Maintaining Federal Expertise in Hydrography

Noblis' independent study of NOS hydrographic vessel options compared full life-cycle costs of viable platform alternatives. The analysis considered OMB budget scorekeeping guidelines for operating and capital leases. The independent study was a comprehensive but streamlined assessment, which provided a life-cycle cost analysis for each option, projecting costs on an annual basis through economic life, in constant dollars and in present value dollars. An uncertainty and economic risk analysis was conducted on selected variables; a comparison among options was provided and findings were reported.
Hydrographic Survey Data Collection
The National Ocean Service required objective, conflict-free consultant services to assist in the identification, description, analysis, and recommendation of alternatives for hydrographic chart data collection. Noblis provided these services to support decision-making that captured available efficiencies in the near term, defined the strategy and schedule for long-term evolution, and ensured that the quality and confidence of hydrographic chart data were maintained. We also supported the preparation of mandated hydrographic reports to the Congress.
Long-Term Hydrographic Data Acquisition Plan
Noblis worked with NOS to describe NOAA's commitment to the navigation safety programs of NOS that would increase overall environmental safety, as well as the safety of vessel movements on the nation's waterways, especially in major ports. Noblis assisted NOAA in identifying specific actions to implement the Promote Safe Navigation element of the NOAA Strategic Plan and vision for 2005.
