Noblis provided the Office of Marine and Aviation Operations (OMAO) with objective, conflict-free consultant services to assist in supporting OMAO initiatives, including analysis of the full current and projected in-house costs and benefits of NOAA light aircraft operations, which includes light fixed-wing aircraft and helicopters. An unrestricted range of options were considered and assessed. These services were required to support OMAO decision-making that captured available efficiencies in the near term, defined the strategy and schedule for long-term evolution, and ensured that the quality and confidence of light aircraft operations would be maintained. Noblis assessed and compared in-house operations with other options of satisfying light aircraft operational needs. We supported identification, description, analysis, and recommendation of alternative light aircraft cost and management operational scenarios.
