Noblis supported identification, analysis, recommendations, and description of step-by-step procedures for routine and situational operations and maintenance of the Physical Oceanographic Real-Time System (PORTS) and "PORTS Lite" systems and equipment. We assessed development and operations tools and procedures, as well as equipment maintenance and repair procedures, in order to standardize and provide a capability to electronically update those procedures. The analysis included situational variability in procedures and impacts on other systems in-house and outside of NOAA. Noblis performed all activities required to elicit, develop, and organize the necessary PORTS standard operating procedures (SOPs) and obtained information required for the SOPs through interviews with government personnel identified by CO-OPS. Noblis developed procedures through which suggested SOP refinements can be received, evaluated, and incorporated in a timely manner.
