Identified functional and architectural requirements for regional sharing system in the National Capitol Region for law enforcement data. Instrumental in brokering agreement between the MWCOG and the Naval Criminal Investigative Service (NCIS) to include the Washington region in the NCIS LInX program.
Virginia State Police — Statewide Intelligence Management System
Conducted a needs assessment and developed a concept of operation for a statewide Intelligence Management System. Evaluated commercially-available intelligence management products; analyzed and documented requirements; developed alternative architectures and a procurement strategy.
National Institute of Justice — Comprehensive Regional Information Sharing Project
Researched best practices and lessons learned from existing regional law enforcement information sharing systems. Research included the use of evaluation metrics, alternative concepts of operation, and functional requirements for implementation of a regional information sharing system. Developed CRISP Web portal to show nationally where regional law enforcement information sharing is and is not occurring. Portal illustrates for each state the counties sharing law enforcement Records Management System (RMS) information through a regional or statewide information sharing system; also illustrates the location of state and/or regional Fusion Centers and any access to local agency RMS data.
