US VISIT
US-VISIT is responsible for developing, operating, and maintaining a high performance, integrated information technology system that creates, stores, and matches foreign visitor arrival and departure records. The value and trust that US-VISIT has placed in Noblis staff is clearly demonstrated in the tasks that have been assigned to Noblis. Noblis staff has been tasked with: representing DHS at standards group meetings (e.g., International Committee for Information Technology Standards, Technical Committee M1 – Biometrics (INCITS M1) and the Biometric Standards Working Group (BSWG)), to hold leadership roles, and provide technical contributions and recommendations, taking into account DHS requirements.
Noblis staff has been entrusted to coordinate and unify DHS positions with other DHS components and conveys DHS positions including the submission of voting ballots. Noblis staff support interagency activities, such as the NSTC Subcommittee on Biometrics and Identity Management, and help coordinate the use of biometric technology across the Federal government.
In addition, US-VISIT has asked Noblis to assist in the development, review, and analysis of biometric test procedures and product assessments, as well as to work with other DHS components and federal agencies to create as unified an approach as possible to testing, evaluation, and acquisition of biometric capabilities across the U.S. government.
DHS has tapped Noblis to represent DHS on the NIST Biometrics National Voluntary Laboratory Acquisition Program (NVLAP) Working Group. To accomplish this task, we provide expert independent technical assistance for biometrics-related evaluations and technical questions. This tasking also includes active participation in the working groups associated with DHS’ Biometrics Coordination Group (BCG), developing proof-of-concept demonstrations, conducting research, supporting acquisitions, and performing specific technical evaluation.
Coast Guard
Acquisition Support for the USCG’s Biometrics At Sea System (BASS) - U.S. Coast Guard is transitioning their highly successful Biometrics-at-Sea System (BASS) operational prototype into a new product line under a Biometrics Program to be stood-up during Fiscal Year 2010. The mission and operational concepts for BASS are similar to those of CBP: interception of persons illegally attempting to enter the United States, and specifically identifying those who are on terror watch lists or are otherwise suspected of or known to engage in criminal activity. Noblis is helping document and formalize this new product line by means of the USCG System Development Life Cycle process. Noblis is also assisting USCG in the acquisition of the primary contract support staff for the BASS transition. Our experience and knowledge in deploying biometrics technology in challenging environments make Noblis well-prepared for this challenge.
