Customs and Border Protection

Automated Targeting System Evaluation – U.S. Customs and Border Protection (CBP) tasked Noblis to perform an independent program evaluation of the CBP targeting methodology and the Automated Targeting System (ATS) that CBP uses to identify shipments that pose a high terrorism risk in oceangoing import containers. Noblis evaluated CBP’s targeting methodology. Noblis identified strengths of the CBP targeting methodology, assessed ATS performance, and performed a peer review analysis comparing ATS to other targeting methodologies. The final report was well received and the recommended steps to improve performance were accepted by the client. This work was well-received and led to continued work to assist with ATS Performance Enhancement.

Container Security Initiative Review - U.S. Customs and Border Protection (CBP) tasked Noblis to perform an independent review of the Container Security Initiative (CSI), which took place during the period 30 September 2005 through 27 November 2006. The final review reported findings on three high-level objectives related to operational processes, organizational structure and staffing, and external relationships. This review was well-received by the client.

Secure Freight IntiativeReport to Congress – U.S. Customs and Border Protection (CBP) tasked Noblis to assist with the analysis that culminated with CBP’s mandated Report to Congress on the efficacy of the Secure Freight Initiative.

Automated Targeting System Performance Enhancement – U.S. Customs and Border Protection (CBP) tasked Noblis to continue to analyze and suggest methodologies to enhance the performance of CBP targeting methodology, and continue to assess ATS performance.

Department of Homeland Security Science & Technology

Sensors and Surveillance Work – DHS Science and Technology Directorate contracted with Noblis for a test and evaluation of prototype technologies to detect vessels approaching the U.S. coastline. This work involves off-shore buoys and cameras fixed to structures near waterways. Noblis has been involved from acquisition to installation to test and evaluation of the equipment. This work is on-going and demonstrates the hands-on approach to a successful test and evaluation program.
