
Noblis has long been recognized as a pioneer and a leader in the field of risk assessment. Our highly experienced, multidisciplinary staff has been involved in both the development and the execution of all phases of the health risk assessment paradigm: hazard assessment, exposure assessment, dose-response assessment, and risk characterization. We have successfully developed and applied techniques for performing health-based, ecology-based, and safety-based risk assessments for a wide variety of clients. We also have extensive experience building consensus with regulators and interacting with the public to facilitate their participation in the risk assessment process.
DHS's Chemical Security Analysis Center (CSAC) is responsible for defining the potential public health impacts that may be associated with a chemical terrorist attack or may result from an industrial accident. For the Chemical Threat Risk Assessment (CTRA), CSAC applies expert knowledge of chemistry and science based risk assessment; and coordinates activities among several performing organizations to assemble an integrated product that accurately and comprehensively assesses the risk from high priority chemical threats. Noblis is providing onsite technical and operational subject matter expert (SME) support to the CTRA. Additionally, Noblis is developing and implementing an approach and an accepted protocol to generate plots for the various critical health outcomes likely to occur in the general population by:
- Defining acute injury & developing an accepted protocol for determining injurious effects
- Conducting test cases & performing data gap analysis
- Coordinating with subject matter experts
- Delivering final report with the results and plots for the chemicals considered.
Noblis has supported many organizations, including the Environmental Protection Agency (EPA), the Food and Drug Administration (FDA), and the Nuclear Regulatory Commission (NRC), in risk- and hazard-based rule-making activities. Noblis has also provided risk assessment support to the Air Force during the cleanup of its contaminated sites and to the Army in its program for destroying chemical munitions.
Noblis also has extensive experience assessing the risks of complex and advanced systems. For example, Noblis has performed probabilistic risk assessments related to the license renewal of aging nuclear power plants and to the operation of chemical demilitarization facilities.
To analyze and assess the inherent risks of chemicals, biologicals, and other hazardous and toxic materials, Noblis scientists draw upon their expertise in the areas of toxicology, risk assessment, genetics, and computational biology. We perform product and technology evaluations of the highest caliber for our clients and assist them in the design and interpretation of research to assess the safety, hazards, and risks of new products and technologies. Our understanding and expertise allow us to serve as an honest broker in objectively addressing issues that could have a broad regulatory and economic impact.
