Strategic Framework

Noblis has extensive depth and breadth of experience in counter-terrorism and domestic preparedness as well as in strategic planning—areas that are critical to the mission of the Department of Homeland Security. Noblis has taken a leading role in such key areas as cyber security, health surveillance, chemical/biological defense, information sharing and analysis for infrastructure protection, and agricultural security.

In the fall of 2001, Noblis submitted a white paper to the Office for Homeland Security (now the Department of Homeland Security). Meeting the Challenges of Homeland Security-Strategic Framework and Systems Engineering Solutions offers a program management framework to enable the Office for Homeland Security to coordinate and integrate activities across all levels and sectors of government, as well as the private sector, to develop and field solutions to our homeland security challenges. The paper outlines our understanding of the challenges ahead, the unique nature of the threat, a strategic and programmatic approach that will lead to early and lasting solutions, and specific ideas, systems, and capabilities that are ready to be tested and applied.
