12/3/2007 Noblis played a critical role in the establishment of law enforcement information sharing across multiple jurisdictions in Maryland, the District of Columbia, and Virginia. At the request of the Police Technology Subcommittee of the Metropolitan Washington - Council of Governments (MW-COG) Noblis conducted a needs assessment and a trade study that ultimately resulted in a recommendation supporting the implementation of the Naval Criminal Investigative Service (NCIS) LInX solution.
Noblis highlighted the lessons learned by previously successful regional law enforcement sharing efforts that go beyond selecting a satisfactory technical solution. In particular, program leadership, funding, experience, and a proven solution where the sharing application is not vendor proprietary have proven to be crucial.
Noblis working with NCIS was able to obtain a commitment from NCIS to donate critical program resources to the National Capitol Region (NCR). Noblis also clarified that the NCIS LInX solution incorporated a self-governance approach which is implemented by the participating agencies; and the NCIS solution addresses privacy and security considerations that play a role in an individual agency's ability to obtain legal authorization to participate in the sharing program. Furthermore, Noblis and NCIS emphasized another lesson learned—there is the need for sustainable funding sources from the participating agencies and chiefs must include funding requests for sustaining the NCR-LInX program in their long-range planning.
