Presentation: "The Congestion Management Trap"

Large sums of taxpayer money are thrown at the surface transportation congestion problem every year, but empirical studies suggest that congestion reduction may have more to do with luck than the brilliance or incompetence of system designers and operators. In a political environment that stresses performance-driven investment and traffic management, is the first mistake to tie incentive-based performance management to quantitative measures of congestion? In this talk we explore the subtle and not-so-subtle inefficiencies inherent in the management of complex systems using measures of unwanted system by-products like congestion.

Karl E. Wunderlich is a Corporate Fellow for Transportation Analysis at Noblis and serves as a project manager or senior advisor on numerous federal research efforts related to the modeling and performance measurement of surface transportation systems. Dr. Wunderlich has developed a series of innovative analytical approaches in the area of traveler information impacts on travel reliability, work zone delay estimation, and multi-modal corridor performance measurement. Currently, he serves as an advisor to the USDOT IntelliDrive(SM) program, and is active in the Strategic Highway Research (SHRP2) Program in collaboration with colleagues at the Texas Transportation Institute. Dr. Wunderlich holds a Ph.D. in operations research from the University of Michigan.
