Undergoing a major acquisition is a complex, resource-intensive, time-consuming process—a process that frequently lends itself to a high degree of scrutiny in the marketplace. As a nonprofit, fully independent organization, Noblis acts as an objective partner throughout the acquisition lifecycle-from procurement strategy development to contract negotiation support and post acquisition follow up.

Noblis acquisition support services comprise four phases:

To ensure procurement integrity and security, Noblis' corporate headquarters houses secure areas in its AcquCenter for source selection teams to conduct their business. We also have developed sophisticated software programs-AcquTrak and AcquServe that enhance the collaboration of an evaluation team, accelerate the proposal evaluation process, and provide a complete audit trail, significantly reducing the potential for successful award protests.

Requirements Definition Phase
We identify potential sources through market analysis and requests for information (RFIs) and provide support for sole-source and competitive procurements. These procurements might be for health facility construction, program management support, electronic medical record software, IT infrastructure, call-center support, and telecommunication systems.

Evaluation Phase
Conducting a major acquisition is a time-consuming and often painful process. Evaluators must analyze hundreds of pages of proposals and prepare reports that often include hundreds of pages of documentation. Different organizations have varying requirements, procedures, and priorities as well as teams of individuals with varying levels of knowledge about the acquisition process.

Noblis professionals, including many former government procurement officials, have provided evaluation support for more than 100 procurements, ranging from $100,000 to $20 billion.

Post-Award Services
Noblis provides post-award acquisition services-from debriefings of offerors to contractor oversight and administration support-throughout the life of the contract.

We provide independent verification and validation of the work process and products provided by the chosen vendor. We also support program management activities such as invoice review, earned value analysis, business process re-engineering (BPR), and award-fee determination.

Procurement Advisory Services
Our acquisition and healthcare domain expertise, supported by common processes and proven tools, can be a workforce multiplier as you go through the acquisition process.

Noblis also offers a federal acquisitions course for government contracting and program officials. The curriculum can be expanded and tailored to meet each client's individual needs.
