Concept of Operations Planning

The way we deliver health care may be a response to overcoming the limitations of our physical environment.  If we are not careful, we will take these limitations into a new facility without re-thinking how we deliver care. To avoid this, we need to define our “Concept of Operations” in relationship to our organization’s mission, vision and values.

“Concept of Operations” provides a formalized approach to operations planning by considering all of the various components of patient-care delivery—from patient bedside interactions to clinical and administrative support systems.  It is a framework for guiding our clients and their stakeholders as they develop clear, measurable goals. It also provides a baseline for more detailed process innovation, functional planning and space programming, and facility design.

There are three distinct phases to our “Concept of Operations” approach:

  • Understanding the Current State: Service Reality. At the outset, we focus on an organization’s current-state concept of operations and current service reality. 
  • Defining the Future State: Service Expectations. Once we understand the current service reality, we focus on defining the future-state concept of operations and identify future service expectations.
  • Transition Plan and Implementation. With the future-state defined, we develop an operational transition plan, including the implementation timeline and responsibilities.
